Reacting To Blinking Lights

With winter here, Penny and I have to walk in the dark more frequently. Recently, we encountered something that caused the biggest negative reaction I've ever seen from her - a dog wearing a blinking light on his collar. Penny is normally a confident, friendly dog, so her behavior really startled me. She began growling, then snarling and barking. Suddenly it sounded like I was walking Cujo - and this is a dog that rarely barks at all. We were about 10 feet from the dog and his owner when she noticed them. Since then, every time she sees someone with a blinking light, she has a similar reaction, even if we are 20 or 30 feet away. She has no negative reaction to the same people or dogs without the light. So I'm thinking a little desensitization is in order. Training gurus, how would you begin with a stimulus like this? I guess first I've gotta buy myself a blinking light! Any tips appreciated.

She may have somewhat iffy night vision--my old dog did, and before I had his eye checked, I kind of thought he was loosing his mind!

 

If it were me, I'd just get one and use it in the yard at night until she figures out it's harmless!
