Group Titer Testing ? (connecticut)

Is anyone aware of an organized group titer testing, in the Connecticut area? In the past when I've had my dog tested, it was through a local group, through which we got a great rate. (My vet charges an exorbitant amount because they have a contract with a local lab.) (I have no adoption group of my own, because I got him at a dog pound.)

 

I think I need to have my greyhound re-tested for his e.canis titer; tested positive 3 years ago, given initial course of treatment, re-tested 2 years ago (at 1:640), is now starting to show signs or lethargy, loss of appetite, etc., so I think he might be getting sick again and need re-treated.
