Charges For Bandage Change?

Ask for an itemized breakdown of the cost and go from there.  The range you're quoting suggests the vet is doing additional things while changing the bandage. 

The vet providing treatment or an assistant should be able to both provide the breakdown and walk you through it, so you understand the treatment being provided for your cat.

 You'll get better information if you provide your location (just city and state or province etc.) . There are people on this forum from all over the world, so you may find someone here in your area who knows a vet practice that can help you.
