We have a dremel and various tip attachments for it. I tried dremeling down Toby's claws with some of the dremel tips we had, but it didn't work too well and it seemed to take forever.

What size dremel tip should I use to do his claws?

Yes, the sanding band is the one. The other ones apparently get hot quickly and can hurt the dog. There are fine and coarse sanding bands that you can put on the drum, and if it's taking a while to get the nails down you might want to try the coarse one. Also if it's taking too long try a fresh band, it might be worn out.

Sanding drum, a fairly fine one here. Good for nails, and doesn't hurt too much if you slip and get your finger tips.

I use the 60 grit sanding band....I've tried 120 grit and stones but I still like the 60 best.
